Boat export USA are not genuine

I went through the Internet searching for a sport fishing boat and came across Boat Export USA and started negotiations on a boat called Bonita Rose. Everything seemed official,genuine.The boat cost was $34,500 we negotiated at $32 000 + shipping. I am from the Commonwealth of Dominica in the Caribbean.The boat had to be shipped to St.Marteen.Ocean freight was $9000. Igors Tjutins the agent, said that the owner had done works on the boat and wanted more money for the boat. The owner by the way was not known,Boat Export policy.The new price $35,500.He sent a list of work the owner did. The money was sent by wire transfer. We then got an email,requesting $7395.02 for trucking. The boat was in Savanah Georgia.The website advertised Tampa Florida. We requested a boat based in Florida based on our budget. Of course,we told him we did not want that boat. We wanted our money back. He claimed the boat was paid for and he could not refund.He could only refund shipping.So the money was paid.But we still did not get the boat.Shipping cost changed he said. The boat was bigger and taller than the owner said,there were issues with trucking and shipping. He told us he would ship and we could pay upon delivery but that never happened.We eventually paid him another $8665.02. In the end the boat costed us $63+ and every payment he charged $50 wire transfer fees for him to collect his own money from the bank + some engine parts $1000 and other fees. He threatened us,if we did not pay the boat would be lost to accumulated fees at the warehouse.At one point he said the owner wanted to keep the boat and to take it fishing. In the end, we did receive a boat but the reasons for the extra monies were not genuine.No work was done on the boat.No bottom paint,no change of oil or rebuilding of engines.The fuel tank was not drained a score on my part.The boat was filthy, full of garbage. The seats, rotten and had to be town away as well as the Bimini top. The bilge was so filthy sludge was hand deep. The engines and generator did not work.The extra parts,nonsense. And when we tried to remove it from the deal,not being able to afford having gone beyond budget, he refused. The electrical were a pure mess. His claim that the boat was on water and the picture he sent all false. Furthermore,the freight documents showed that the boat was picked up in Savanah Georgia,so much for trucking from owners warehouse to Boat Export warehouse.He refused to let us come in to Miami to collect the boat or to let any relatives in the US check it out. Now I know why. People need to be aware of Boat Export or at least Igors Tjutins.
