We had the misfortune to have a couple move into the flat above us who immediately started causing a lot of noise and other problems of littering and minor vandalism in the common close. We approached the couple in a friendly way initially, and as they were students visiting from China, we explained the situation and how their behaviour was impacting upon us (Gonnae no dae that? Gonnae no? Type of thing). Several attempts at this led us to conclude that it wasn't a language problem (we used BBC English, not Glaswegian) but just plain nastiness on their part. There would be shouting in the middle of the night, loud banging on the floor every hour of the day, the smell of cat urine in the close, litter dropped on our doorstep, supermarket shopping trollies abandoned in the close, and scratches made into our door following our complaints about them. We both ended up suffering from insomnia which had us back and forth to the doctor every few weeks for sleep medication.

After literally months of emails and phone calls to Glasgow City Councils Community Safety office – who allegedly deal with noise complaints and other anti-social behaviour, we got absolutely nowhere and finally ended up moving house.

The person we were dealing with at Community Safety was polite, listened to our complaint, and in the end was utterly ineffective in addressing the issue, giving more energy to protecting the 'confidentiality' of the Chinese student neighbours than taking any meaningful action to stop them. A five minute doorstep conversation with these neighbours from a Council official would have halted a problem that spanned over 12 months and resulted in us having to move house in the end.

Community Safety actually made the problem worse by sending the message to our foreign visitor neighbours that it was ok to continue their behaviour and that the Council's incompetence and lack or real power would protect them from anyone taking any action. Even worse, there's another message being sent here: 'come to this country, treat the local citizens any way you like, and the government won't do anything to stop you'. In light of Brexit and the problems it has highlighted, this is a really bad message to be sending out, even from local government

We can only imagine that our story is merely the tip of the iceberg for problems of this nature in Glasgow alone, not to mention the rest of the country, given the massive amount of foreign students visiting this country temporarily to go to university, many of whom will come here without incident. Whereas some will be of the type we encountered. This isn't about race or nationality. It's about infringing on a person's right to peace and quiet, and the council failing to address this in any real way.

Common sense, it seems, is not that common in Glasgow City Council, who seem more concerned with political correctness than protecting the interests of the local tax-paying citizens who pay their wages.
